Updates dev dependencies and replaces the editor module used by inquirer to keep the toolchain current. This improves Node 18+ compatibility and pulls in maintenance/security fixes.

• Dependencies

  • Bumped commitizen to 4.3.2 (now requires Node 18+); inquirer to 8.2.7; cachedir to 2.4.0.
  • Updated lodash to 4.18.1, minimist to 1.2.8, tar to 7.5.16.
  • Upgraded encoding deps: chardet to 2.1.1, iconv-lite to 0.7.2.
  • Replaced external-editor with @inquirer/external-editor; removed tmp and os-tmpdir.
