Idea: add a GHA weekly script to remove packages from the view

It should be straightforward to run a service that:

1. Lists all packages in the view with a GitHub repository
2. Subsets to packages with repositories with "read-only" status (archived)
3. Removes packages removed from CRAN and that are read-only

My feeling is that this does not apply to that many packages. And for the few that it applies to, it would be great if the task view maintainers took a look at what's going on. Possibly there is a fork or a follow-up project mentioned somewhere.

In support of @zeileis's point, I'm glad we replaced the Rcrawler package with rvest,
instead of just removing Rcrawler.
