This PR updates the API Backlog repository roles to better reflect the current sustained participation in the working group.
It refreshes the
CODEOWNERSandMAINTAINERS.mdfiles so that the people most actively supporting the group are properly reflected in the repository structure, while keeping the codeowner team compact and reinforcing the maintainer team.Which issue(s) this PR fixes:
