Add support for Mauritania TIN

Sometimes called "Numéro d'Identification Fiscale" (short form NIF) ("رقم التعريف الضريبي" in Arabic), and other times "Matricule fiscale".

I could not find any source about the structure or length. According to what I tested in the online search below, the length seems to be 8 digits, and if it is shorter you should prepend enough zeroes to get to 8 digits.
