Update CI dependencies and fix Hugo build configuration

• Replaced deprecated paginate = 10 config with [pagination] block and pagerSize = 10 to fix the CI build error in newer Hugo versions.
• Updated peaceiris/actions-hugo from v2 to v3 in .github/workflows/gh-pages.yml to keep dependencies up-to-date.
