Almost all instances of
_get_list_paramhave a fallback to useinfer_valueto get a static list, or if they didn't they could only benefit from it. This PR moves that code inside_get_list_paramso it will be used by all ops using_get_list_param.This is helpful for strided_slice because it didn't have the
infer_valuefallback which was causing an error for some models I was trying to compile.
