[Docs] Expand MetaSchedule API Document

Following up #14480, some of the secondary classes are not compiled into MetaSchedule API documents. This PR fixes this issue by expanding the original indexing file and introduce more documents.

Thanks @Hzfengsy for checking in! Sorry I got a bit occupied and haven’t got enough time to fix these issues. The introduced fix caused hundreds of issues with Sphinx because the CI was not enabled when writing MS documents. I’ll put some more time and get those issues fixed soon.
