The WebGPU api calling in web runtime is pretty old, it only runs on old browsers like Chrome 83.
I have tried to upgrade these API calling to the latest, but not sure whether it is correct completely.
Jest testing is passed.
Changes:
package-lock.jsonhas been migrated to v2 (This is the npm 7+ behavior when upgrade some npm package).Notice: I didn't change the version of this package. This work should be done by TVM team.
