Replace `TypeSignature::Numeric` with `TypeSignature::Coercible`

This is still on my action list, however I decided not to pursue it right now because:

• The error messages from the coercible API look worse, see Improve error messages when coercion fails #19004
• There are some subtleties around handling null/dictionary/ree inputs with the coercible API which I feel should be solved first, see How Null/Dictionary/REE datatypes interact with Coercion API #19458
