Filing a ticket here to track the work of a release (mostly so others can follow along)

Steps:

• Make a PR to update CHANGELOG.md Add CHANGELOG for 0.48.0 #1334
• run cargo release
• verify the new release is on crates.io: https://crates.io/crates/sqlparser/0.48.0
• Make ticket for next release: Release sqlparser-rs version 0.49.0 #1332

I reviewed the PRs today and @iffyio @lovasoa and @jmhain had them in great shape. I plan to make the release tomorrow July 9
