This PR adds translation agent skill guidelines for the Turkish (tr) locale, following the same structure as the Simplified Chinese guidelines in #62059.

The guidelines include:

• Turkish-specific plural rules (singular form after numbers)
• Formal tone guidelines using "Siz" form
• Comprehensive terminology glossary with 44 Airflow terms
• Common UI phrases translations
• Spacing, punctuation, and capitalization rules
