The CI run failed due to an issue with Cloud Build. In CI, the latest dependencies are used, and tests are run. This PR addresses #46947 and has already been merged with changes. However, the PR build is still downloading an outdated version of Cloud Build. Forcing the use of the latest version should resolve the issue. WDYT? |

Basically once the constraints are updated on main that solves the problem, but constraints will update schedule run?. so in the meantime the PR's build benefit with this |

Lets bump manually cloud build to 3.31.0, PR builds are failing due to its downloading old version of cloud build version.
