max_active_tis_per_dagrun is somewhat inaptly named

The actual thing it controls is more like max_active_tis-per-task-per-dagrun. There may be a better naming choice. And there may not.

Fairly noted, the name is bad and confusing.

I followed the same pattern of max_active_tis_per_dag, which is:

The maximum number of times that the same task can run concurrently across all DAG runs.

And max_active_tis_per_dagrun does the same thing, but at the dag run level. If we want to change one of the names, we must also change the other to ensure consistency.
