Permit adding pod labels only for the webserver

Description

Internally, we have a use case where we want to add some pod labels ONLY to our airflow webserver and do some segregation/processing later based on these labels.

There is currently a possibility to add labels to ALL the services but not specific for webserver.

Use case/motivation

In our internal airflow installations, we rely on airflow webserver pod's labels to perform some event.

Looks like this was already added as a part of #25031. I would like to refactor it a bit however, to support my use case. Will close this issue and raise a separate PR for the same.
