"Comment" button in Line Comment feature not working

Description

When viewing a file in the file tab (the file viewer, not the dedicated Review tab), clicking the "Comment" (submit) button inside the inline comment editor popover does nothing. The only way to submit a comment is by pressing Enter.

This confusion caused users to question the purpose of the entire feature (see #11502), since the primary action button appears broken.

Steps to reproduce

1. Open a session
2. Click on a file in the file tree
3. Hover over a line number and click the + button to open the "Add comment" popover
4. Type a comment in the textarea
5. Click the "Comment" (submit) button

• Expected: Comment is submitted
• Actual: The popover disappear and nothing happens.
