A Change summary must be sent on end turn

When a player's turn ends the server will have to apply the various DoTs and such to each unit, and inform the client of those changes so it can display them.

Just noting that for this to be possible, and I feel a full realization of how this will work, I will need buffs/debuffs. I'll create an issue for that, and I'll resolve this after that one

Not sure what you had in mind for this, but generalizing this idea past an end-of-turn packet should be beneficial. We may want to trigger effects on certain events (end turn, start turn, moving, attacking, unit death, etc.) which the client shouldn't need to be aware of. That way, we can just send a packet to update the client with what happened, and not need to have special packets for start/end turns.
