- github actions runner to ubuntu 24.04 - Go to 1.25.10 minimum, 1.26 used for builds
it was out of sync with what's actually used in snapshot/gogosnapshot, which isn't used anymore anyway, and the regenerate.sh doesn't use go.mod/go.sum
