Create missing button section for Exp key type for physical devices

What's included

Web phone settings
Updated settings drawer for the main Web phone (tbd - implementation depends on technical feasibility)
If settings can be edited and saved, keep the drawer fully editable.
Otherwise, disable the Settings button and show a tooltip explaining why

Physical phone settings

• Redesigned device settings layout with a simplified page structure (removed the extra content frame)
• Updated device actions and navigation

Line keys

• New inline configuration flow
• Add/Delete key flows, including maximum key limit and disabled Add key state

Expansion modules

• Add and remove expansion module flows
• Expansion key configuration

General settings

• Updated phone general settings page.
