Move to numpy version 2

cf-python currently fails for numpy 2.0.0 (release notes), released 16 Jun 2024.

We need to fix this.

I'm in favour of only supporting numpy v2. A whole bunch of our other new dependencies are for versions June 2024 or later, so I don't see the problem in only supporting numpy from that time, too.

esmpy>=8.7.0 is OK with numpy v2 (by testing, and so implies https://earthsystemmodeling.org/esmpy_doc/release/latest/html/install.html for 8.8.0). Previous versions may be also OK, but the docs are vague and I don't fancy testing old versions to find out!

I suggest we pin to esmpy>=8.7.0.

Hi @davidhassell, I agree - wise to go with a version that we have tested as working instead of making assumptions (else doing more work).
