Addition of the Photon Filter

We added a Photon ID filter that uses box cuts as well as helix based vetoing. This is from my Yale research project focusing on online photon identification and is complementary to machine learning based approaches. This PR includes the histograms that I used for analysis and a future PR will move this into a diagnostic plug-in.
