Description

Refactor release event workflows to be callable, like we did for the main ci workflows. This will make the release event easier to understand, manage, and control.

The initial release event should probably also make it a draft release, and the copr-ci workflow can make it a pre-release.

Edit: it seems the workflows are already callable, but we could still improve the release flow by having a main release event workflow.
