fix(renovate): update config

Description

In preparation of migration to renovate in LizardByte/Sunshine#4960 and across the org, this updates some things in the renovate config.

• try to force semantic commits with chore as the type
• adjust schedule
• try to prevent docker from updating debian:trixie to debian:trixie-20260406 - see Debian tag updated form 13 to trixie-20260406 renovatebot/renovate#42443
• remove plexhints group, not used anymore (archived)
• remove plexapi group, not used anymore (archived)
• remove lizardbyte actions group, not used anymore (moved to monorepo)
• added custom manager for CPM lock files
