Docs update for #94698

Expensify/App#94698 changed when the For you section renders on Home: for newly onboarded users it now stays hidden until they have their first actionable to-do (submit, approve, export, or pay), and once a to-do has appeared it stays visible permanently. Existing users are unaffected.

The Expensify Home Overview article previously said the For you section always appears and only "may appear empty" when caught up. That is no longer accurate for new users, so this PR updates it.

What changed

  • Updated How the For you section works on Home to explain that the section stays hidden for recently created accounts until the first to-do appears, then remains on Home.
  • Added a FAQ entry, Why don't I see the For you section at all?, covering the new-user hidden state.

Not documented (intentional)

The PR's other changes to the Getting started section (moving it to the top-left on web, adding sub-text under each step, and the "Need help? Talk to Concierge / Talk to your account executive" footer) are cosmetic/layout refinements that don't change the section's documented purpose or appearance conditions, so no article update was needed for them.
