Explanation of Change

Removes the mergeHRConnections beta and simplifies the HR code as all integrations are now live to all users.

This PR removes the internal mergeHRConnections beta gate so the Merge HR integrations (BambooHR, Workday, HiBob, TriNet, alongside the existing Gusto and Zenefits) are available to all Control-plan Workspace Admins. It's a gating/refactor change with no user-facing copy, no new feature, and no renamed UI elements — the only touched strings are code comments and unit tests.

The help site already documents each of these integrations as generally available, with no beta/"coming soon"/limited-rollout caveat to remove:
