Explanation of Change

Reverts PR #94784, which introduced the loginToAccountIDMap derived Onyx key. That key maps every personal-details email to an account ID and is written via Onyx.set() whenever personal details change. react-native-onyx logs every top-level property name on each set, so accounts with many contacts produce log lines over 1 MiB. Web-Expensify's LogAPI drops those messages and raises LogAPI - Massive log message given (Expensify/Expensify#655280).

This revert removes loginToAccountIDMap and restores the pre-94784 Attendee type/shape (lookup via personalDetailsList by accountID). Conflicts with #94299 were resolved by keeping the flagged-expenses hook migration (no re-add of FLAGGED_EXPENSES derived key).

Tradeoff: Attendee type no longer matches the BE-aligned shape from #94784 / #82191 until re-landed with a logging-safe approach.

  6. Check the browser/network logs path used for client logging and confirm no LogAPI - Massive log message given alerts are triggered from [Onyx] set called for key: loginToAccountIDMap messages.

    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

P2 Badge Preserve owner lookup for legacy attendee records

When iouReport.ownerAccountID is available but comment.attendees comes from older/server data that only has email (the shape used before this change), this branch treats every attendee with no accountID as a non-owner because undefined !== ownerAccountID. A control-policy expense with attendee tracking required and only the report owner in the attendee list will therefore clear/avoid the missingAttendees violation, even though there is no non-owner attendee. Please fall back to comparing the owner login/email when an attendee lacks accountID rather than counting it as non-owner.

Reverting the merge commit of PR #94784 also reverted the submodule
gitlink to its pre-94784 value. Reset it to origin/main so the PR
contains no submodule diff.

Why: This PR reverts #94784 to remove the internal loginToAccountIDMap derived Onyx key and restore the pre-94784 Attendee type/shape. Every changed file is internal code — Onyx keys, *Utils helpers, TypeScript types, and unit/UI tests. There is no user-facing behavior change: adding, editing, and viewing attendees on an expense works exactly as it did before, and the fix is purely about avoiding oversized client log messages (LogAPI - Massive log message given).

The existing attendee help articles (e.g. new-expensify/reports-and-expenses/Adding-Attendees.md) describe the user-facing flow, which this revert leaves unchanged, so they remain accurate.

If the BE-aligned attendee shape from #94784 / #82191 is later re-landed with a logging-safe approach and that changes anything user-facing, docs should be revisited then — but nothing is needed for this revert.
