Why: This is a pure internal code refactor with no user-facing behavior change:

• Removes the unused parseReportActionHtmlToText function and its parsing cache from ReportUtils.ts
• Refactors getApprovalChain to accept the owner/submitter login as a parameter instead of deriving it internally, and updates its callers accordingly
• Part of the internal effort to deprecate Onyx.connect() for ONYXKEYS.PERSONAL_DETAILS_LIST (#66391)

There are no new or changed features, UI labels, tabs, settings, or workflows that the help site describes, so nothing in docs/articles needs to be updated.
