Explanation of Change

Add max-distance validation for the commuter exclusions fixed-distance input.

Fixed Issues

Tests

  1. Go to Workspace → Distance Rates → Settings → Exclude commutes.
  2. Choose "Exclude a fixed distance per claim".
  3. Enter a number over 19000 and tap Save.
  4. Verify a clear inline "Distance is too large." error appears and the value is not saved.
  5. Enter a normal value (e.g. 5) and tap Save — verify it saves correctly.
  6. Verify entering 0 still shows "Distance must be greater than 0.".
  • Verify that no errors appear in the JS console

Offline tests

Same as Tests — the max-distance validation is client-side and runs identically offline.

QA Steps

Same as tests

  • Verify that no errors appear in the JS console

This PR adds a client-side max-distance validation (COMMUTER_EXCLUSION_MAX_DISTANCE = 19000) that shows a new inline error, "Distance is too large.", when a user enters an unreasonably large value in the Exclude commutes → Exclude a fixed distance per claim input. It's a purely internal input-validation guardrail — no new feature, setting, or user-facing flow is introduced.

I reviewed App/docs/articles and found that the commuter exclusions feature is not documented on the help site:

Since the feature itself isn't documented, and a validation error message for an edge case isn't the kind of detail help articles cover, there's nothing to update. No draft PR was created.

If you'd like the commuter exclusions feature documented from scratch in Set-distance-rates.md (which would be a net-new addition rather than an update driven by this PR), let me know and I can draft that separately.
