Why

This is a pure internal code refactor — part 1 of deprecating Onyx.connect() for ONYXKEYS.COLLECTION.REPORT_DRAFT (#66414). Specifically the PR:

• Removes the unused isReportIneligibleForMoveExpenses helper from ReportUtils.ts.
• Threads a new isDraftChatReport boolean param through trackExpense / getTrackExpenseInformation instead of computing draft status internally.
• Adds an isDraftReportSelector and switches draft-report reads from Onyx.connect to useOnyx in the Share/Submit/Amount flows.

There is no change to user-facing behavior, feature names, tab names, settings labels, buttons, or product copy. The track/submit expense flows work exactly as before — only how the app reads draft-report state under the hood changed. Nothing in App/docs/articles describes this internal mechanism, so there is nothing to update.

Since no docs changes are required, I did not create a draft help site PR.
