Move pre-selected vacation delegates and workspace members to top

Explanation of Change

This PR updates the vacation delegate selector and WorkspaceMembersSelectionList to keep the originally selected item pinned to the top when the list opens, while preserving normal search behavior and preventing the list from reordering during live selection changes.

Preconditions (common to all flows)

• A workspace exists with multiple members added (at least 10–15 recommended to verify ordering).

Flow 1: Category Approver

1. Navigate to Workspaces and open the target workspace.
2. Go to More features → Enable Rules.
3. Navigate to Categories.
4. Open any existing category.
5. Locate the Approver / Category approver setting.
6. Open the approver selector dropdown.
7. Select an approver that appears far down in the list (not one of the first few).
8. Save the changes / leave the page.
9. Re-open the same category’s approver selector.
10. Verify that the previously selected approver now appears at the top of the list.

Flow 2: Tag Approver

1. Navigate to Workspaces and open the target workspace.
2. Go to More features → Enable Rules & Tags.
3. Navigate to Tags → Create a new tag (if none exists).
4. Open the newly created (or any existing) tag.
5. Locate the Approver setting.
6. Open the approver selector dropdown.
7. Select an approver that appears far down in the list.
8. Save the changes.
9. Re-open the approver selector for the same tag.
10. Verify the previously selected approver appears at the top of the list.
11. Select a different approver from the list.
12. Do not save yet — observe the list order immediately after selection.

Flow 3: Personal Vacation Delegate

1. Navigate to Accounts → Open your Profile.
2. Go to Status / Custom status settings.
3. Locate the Vacation delegate setting.
4. Open the vacation delegate selector.
5. Select a delegate that appears far down in the list.
6. Save the changes / go back.
7. Re-open the Vacation delegate selector.
8. Verify that the selected delegate now appears at the top of the list.
