This PR is a purely internal refactor with no user-facing behavior change. It swaps the scheduling mechanism for the Composer's delayed auto-focus from InteractionManager.runAfterInteractions to TransitionTracker.runAfterTransitions(). The Composer still auto-focuses exactly as before — only the internal timing primitive changed.

Why no help site changes are needed

The two files touched are:

• config/eslint/eslint.seatbelt.tsv — lint-suppression metadata only.
• src/pages/inbox/report/ReportActionCompose/ComposerWithSuggestions.tsx — replaces the deprecated InteractionManager API with TransitionTracker to schedule the same focus(true) call.

Help articles under App/docs/articles document user-facing product features, workflows, settings, and pricing. They do not document implementation details such as which internal API schedules a text input's auto-focus. Since the observable behavior (Composer auto-focuses when opening an RHP/report) is unchanged, no article additions or edits are warranted.

I reviewed HELPSITE_NAMING_CONVENTIONS.md, HELP_AUTHORING_GUIDELINES.md, and TEMPLATE.md — none of their guidance applies here because there is no new or changed user-facing concept to document.
