Fix - Expensify Card - Issue card button is unresponsive when attempting to issue a second card

This PR removes the changes from #87254 that caused the bug. The key will be migrated in part 3.

  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

This PR is a purely internal bug fix — it renames an Onyx key (RAM_ONLY_ISSUE_NEW_EXPENSIFY_CARD → ISSUE_NEW_EXPENSIFY_CARD) and removes it from the RAM-only keys list to fix the "issue card button unresponsive" bug.
