Fix inconsistency between View and Submit button in expense row while in selection mode

Explanation of Change

This PR changes the way Reports page Submit/approve/pay action buttons work in selection mode. Now clicking on any action button in selection mode should select/deselect that item instead of performing it's original action.

Tests

On mobile:
Go to Reports > Expenses
Long tap on any expense row
Tap Select
Tab on report action buttons and make sure they all select/deselect an item, especially test the Submit/Approve/Pay.

On desktop:
Make sure that the same buttons that previously would select items are performing their actions on wide screens

Test both scenarios on Reports > Reports

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
