Explanation of Change

We replaced the MODIFIEDEXPENSE reportAction when moving transactions between reports for the MOVEDTRANSACTION action. This PR makes sure that we create the correct optimistic actions and also re-enabled

5. Select a workspace to submit the expense.
6. Add a merchant and submit the expense.

8. Open the expense report.
9. Verify that the message "Moved this expense to Expense Report" is only displayed once.

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
