[UX Reliability] Use new modal in DecisionModal

Explanation of Change

We've decided to refactor the react-native-bottom-modal code so that it utilizes react-native-reanimated, our goal was to improve FPS, remove the outdated library and gradually switch to the new solution. This PR enables the new solution in DecisionModal.

1. ProcessMoneyReportHoldMenu

• Create a money report with a few money requests
• Put one of the requests on hold
• Go into the created money report
• Click pay elsewhere

2. WorkspaceCategoriesPage (⚠️ can be tested with a code change, QA must skip)

• Go to Workspace settings > Categories.
• Delete all the categories.
• Tap 3-dot menu.
• Verify that Download CSV button doesn't appear
• Hard code to display Download CSV button
• Click download
• The download failure modal appear

3. WorkspaceTagsPage (⚠️ can be tested with a code change, QA must skip)

• Same as above but for tags

4. WorkspacePerDiemPage (⚠️ can be tested with a code change, QA must skip)

• Go to the workspace where you want to enable per diem feature.
• Go to More Features.
• Toggle the Per diem under spend to enable/disable the feature.
• Make sure that if you are on paid workspace
• Make sure you can go to the per diem page.
• Go to three dot menu and try to download csv
• if you don’t have any per diem items added there should be an error modal

5. WorkspaceExpensifyCardDetailsPage (⚠️ can be tested with a code change, QA must skip)

• Go to card details page
• Hardcode DecisionModal isVisible to true
• Verify it works fine

6. BaseImportOnyxState

• Settings -> troubleshoot
• Upload invalid onyx file (.txt file with some random data)

7. SearchPage

• Have some money requests to approve
• Search for these requests
• Go offline (cmd + d -> force offline)
• Click approve (offline modal should pop up)
• select this request and click download (offline modal should pop up)

8. ReportDetailsPage

• Go to money request
• Money request details
• Go offline
• Try to click “Download”

  • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
