We has misinterpreted one comment in backend code and though the expenseMessage should take precedence over the nextStep.message if present, but that is not right.

On expense report, we should show the contents of the message in next step object

I think that should be enough yeah, you just need to add that flag to the Collect policy and then when you invite a new member they should have a policy workspace chat
