show loader in Connect Account page

Display loading indicator in Connect bank account page when data loading is yet to start, or when user data is being loaded

Tests

Applicable for desktop, web and mobile web only.

1. Login to any account, go to Settings > Workspaces > choose 1 workspace > Connect bank account
2. Clear application or browser history, cache, cookies and site data
3. Reload the page
4. Login the same user again
5. When the "Connect bank account" is being loaded, verify that there is a loading indicator shown instead of a page with non-validated account error message.

Note: Android and IOS Native app has a different behaviour where if app cache is cleared when user is on "Connect bank account page" by using React Native debugger menu, re-login will open the app in Chat list instead of "Connect bank account page", however that should be fine as real users should not be able to clear cache this way.
