1. Open the Expensify app.
2. Navigate to "Settings" > "Copilot"
3. Note that "You can access these accounts" and "You don´t have access to any account yet" messages are not visible.

Expected Result:

"You can access these accounts" card and "You don´t have access to any account yet" row should be visible on "Copilot" page when account has no delegators yet.

Actual Result:

"You can access these accounts" card and "You don´t have access to any account yet" row are not displayed on account with no delegator.

Detailed Analysis

Evidence

• The issue is only reproducible on staging (version 9.3.75-1) and is marked "N/A - new feature, doesn't exist in prod", confirming the regression was introduced by a PR in the current staging deploy.
• The melvin-bot automatically assigned PR Move Copilot to its own top-level menu under Account #89422 as the causing PR, and the issue body itself links to it.
• PR Move Copilot to its own top-level menu under Account #89422 was merged on 2026-05-15 and introduced the new CopilotPage.tsx file — a brand-new Copilot settings screen promoted to a top-level menu item.

Verification

• Affected file: src/pages/settings/Copilot/CopilotPage.tsx (added entirely by PR Move Copilot to its own top-level menu under Account #89422)
• Root cause confirmed: Lines 132 and 453-458 of CopilotPage.tsx contain the exact bug:
  • const hasDelegators = delegators.length > 0; (line 132)
  • The "You can access these accounts" heading and the empty-state row are only rendered inside {hasDelegators && (...)} (line 453)
  • When the account has zero delegators, hasDelegators is false, so the entire top section — including the section title and the "You don't have access to any account yet" empty-state row — is never rendered.

Root Cause

The PR's own test plan (Test step 3) explicitly specifies that for an account with no delegators the top card should still render with the title and an empty-state row ("You don't have access to any accounts yet."). However, the implementation gates the entire top-card block on hasDelegators, meaning an empty delegators array causes the section to be completely skipped. The empty-state row and section header are never shown, which is the exact symptom reported.

Proposal

What is the root cause of that problem?

In CopilotPage.tsx, the "You can access these accounts" section is conditionally rendered only when hasDelegators is true:

When a user has no delegators, the entire section is hidden. Per the design spec in #89113, the section should always be visible with an empty state row when there are no delegators.

What changes do you think we should make in order to solve the problem?

1. In CopilotPage.tsx: Always render the "You can access these accounts" header. When hasDelegators is false, show an empty state text (e.g., "You don't have access to any account yet") instead of the MenuItemList.

2. Add the new empty state translation string to en.ts under the delegate key (and the other language files).
