[Due for payment 2026-07-23] [Submit] In-product modal for existing "Get paid back" intent users (Wave 4)

Add an in-product modal that triggers for users who have the "Get paid back" intent selected, but are not an owner or member of a paid workspace. If the user taps "Get the free plan", create a Submit workspace for them and route them to the Categories page with a message from Concierge in the #admins room opened in the RHP.
