Preconditions:

• Member has submitted a manual expense to the admin workspace.

1. Open the app
2. Sign in as the admin
3. Tap Account > Troubleshoot > Switch to Expensify Classic
4. Tap Hamburger menu > Reports

Expected Result:

After a member submits expenses, the admin should be able to view those expenses in the Reports section within OD.

Actual Result:

Member submitted expenses are not displayed for the admin in the Reports section of OD, preventing the admin from reviewing or managing those reports.

What is the root cause of that problem?

This appears to be a backend/internal issue. The Expensify App (NewDot) repo only handles the transition from NewDot to Expensify Classic (OldDot) — once the user switches, report rendering and visibility logic is entirely controlled by the Classic backend and native layer.

The transition flow works as follows:

1. Admin taps "Switch to Expensify Classic" on the Troubleshoot page
2. On mobile (HybridApp), this calls closeReactNativeApp which closes the React Native layer and returns to the native OldDot app
3. OldDot was already authenticated during the initial HybridApp boot via signInToOldDot, which passes autoGeneratedLogin, autoGeneratedPassword, authToken, email, policyID, and signingInWithSAML to the native layer

The NewDot code correctly passes the admin's credentials and active policy ID to OldDot. The issue — that member-submitted expenses aren't visible in the OldDot Reports section — is in how OldDot's backend or native layer handles report listing and filtering for admins. A separate internal investigation is needed to determine whether:

• The admin's session in OldDot has the correct policy context loaded
• The OldDot Reports API is returning member-submitted reports for this admin
• There's a filtering issue in the native Reports list view

What changes do you think we should make in order to solve the problem?

Since the root cause is in the Classic backend/native layer (not the App repo), the fix needs to be investigated and applied internally. No changes to the NewDot App repo are expected to resolve this.

What alternative solutions did you explore? (Optional)

One area worth verifying in the App repo: the activePolicyID passed to OldDot during signInToOldDot comes from NVP_ACTIVE_POLICY_ID in Onyx. If this value is empty or stale for the admin, OldDot could load into the wrong workspace context, which might affect which reports are visible. However, this would be a secondary contributing factor — the primary issue is that OldDot should still show all reports the admin has access to regardless of the active policy.
