Action Performed:

  1. Go to staging.new.expensify.com
  2. Log in with new Gmail account.
  3. Complete onboarding with Manage my team's expenses and select QBO (Collect workspace will be created).
  4. Go to Home.
  5. Click Set up spend rules.

Expected Result:

Rules cannot be enabled without creating workspace to Control plan.

Actual Result:

Rules can be enabled without creating workspace to Control plan by clicking Set up spend rules.
