Action Performed:

1. Log in using the expensifail account.
2. Open the following room link:
3. https://staging.new.expensify.com/r/5324367938904284
4. Switch the app to offline mode.

Expected Result:

Infinity loading should not displayed

Actual Result:

The app shows infinite loading and does not load the chat while offline.
