App Component: Money Requests

Action Performed:

1. Open https://staging.new.expensify.com
2. Create a workspace
3. Go to workspace chat create a scanned expense
4. Click on this expense
5. Click on receipt
6. Click on Rotate icon
7. Click on three dots icon
8. Observe no download button and wait some seconds

Expected Result:

After clicked on three dots icon, there should display Replace, Download, Delete receipt button

Actual Result:

After clicked on three dots icon, there only displays Replace and Delete receipt button, Download button is appeared after some seconds.

I think it's not a bug. After rotating, the image is the local image, so the download option doesn't appear immediately.

Hmm, I'm not sure I agree, also the fact that the receipt flashes isn't ideal
