[Due for payment 2026-03-02] Investigate slow fresh builds in CI

Problem

According to this we're seeing very slow fresh builds (on Android in particular), much slower than what we previously benchmarked when we added precompiled Android artifacts.

Solution

Investigate why they're so slow.
