Please re-state the problem that we are trying to solve in this issue.

The Default report title field appears grayed out on the workspace reports page after creating a new workspace.

What is the root cause of that problem?

The root cause is in the WorkspaceReportsPage component at line 211 in src/pages/workspace/reports/WorkspaceReportsPage.tsx.

The issue occurs because:

1. Forced opacity on pending fields: The OfflineWithFeedback component wrapping the Default report title field has shouldForceOpacity={!!reportTitlePendingFields.defaultValue} at line 211, which forces 50% opacity whenever pendingFields.defaultValue has any value.

2. Workspace creation sets pending fields: When a workspace is created, the text_title field is initialized with pendingFields: {defaultValue: CONST.RED_BRICK_ROAD_PENDING_ACTION.ADD} at line 2148 in src/libs/actions/Policy/Policy.ts.

3. Timing/persistence of pending state: When users navigate to the reports page, the pending field from workspace creation may still be present (either because the API call hasn't completed or the user navigated before success response), causing the field to appear grayed out.

4. Unnecessary force opacity: The OfflineWithFeedback component already has built-in logic to handle pending states appropriately through the pendingAction prop alone. The shouldForceOpacity prop overrides this logic and forces opacity in all cases, even when the user is online and the field should be interactive.

What changes do you think we should make in order to solve the problem?

Remove line 211 that forces opacity on the Default report title field:

• Remove: shouldForceOpacity={!!reportTitlePendingFields.defaultValue}
• Keep the pendingAction={reportTitlePendingFields.defaultValue} prop, which properly handles offline pending states

What alternative solutions did you explore? (Optional)

Alternative 1: Disable opacity in OfflineWithFeedback

Set shouldDisableOpacity={true} instead of removing shouldForceOpacity.

What changes do you think we should make in order to solve the problem?

Not really sure why we want to force the opacity, but I guess we want to force the opacity when updating the field only. If that's true, then we can check if the pending field is update or not.
