Action Performed:

1. Go to staging.new.expensify.com
2. Open DM chat
3. Submit an expense with 0.00 amount to the user
4. Submit an expense with 1.00 amount to the user

Expected Result:

Report preview owner will show only User A because the report only contains expenses from User A

Actual Result:

Report preview owner shows User A & B when report contains zero & non-zero expense and the expenses only come from User A
