Action Performed:
- Have an account with multiple draft reports
- Sign out and then sign back in (fresh session)
- Immediately go to Global Create before performing any other actions
- Start creating a new expense and proceed until the confirmation page
- Click on the Report field to change the report where the expense should be added
Expected Result:
The Report field should be clickable, allowing the user to choose between existing draft reports.
Actual Result:
The Report field is not clickable — the user cannot select a different report.
