Hide "Add Debit Card" behind a beta

Action Performed:

1. Log into an account not on the wallet beta
2. Go to the Payments page
3. Click "Add Payment method"

Expected Result:

You should not see the "Debit Card" option

Actual Result:

You see the "Debit Card" option
