[Due for payment 2025-12-30] [$250] Update the report primary action for when an export fails

Coming from this Slack thread. When a report export fails, we should have the Export button be the primary action instead of Pay $xx. We should also update the next steps to reflect the change based on whatever default we have today for when Export is the primary action.

@danielrvidal we decided to focus this issue only on updating the primary action button. Once that is done and this other issue goes live then we'll have a better idea of how to improve for the GBR. So I think for now we can stop tracking this in #69786
