Action Performed:

Prerequisite: Account has at least one workspace without expenses in it.
Prerequisite 2: Delayed submissions and approvals enabled.

1. Open the Expensify app.
2. Navigate to "Reports"
3. Create a manual expense and submit it to a workspace without expenses in it.
4. Once navigated to "Reports" again, note that the just created expense, shows a "Submit" button on preview.
5. Open the report of the just created expense.
6. Note that only a "More" button is displayed on top of report.
7. Return to "Reports" and reopen the same report.
8. Note that now, a "Submit" button appears inside the report.

Expected Result:

When creating an expense on "Reports" and opening it, a "Submit" button should be visible on top of report, next to a "More" button.

Actual Result:

When creating an expense on "Reports" and opening it for the first time, only a "More" button is visible on top of report. When opening report for a second time, "Submit" button appears next to "More".
