[Standardize Payment Buttons] Default pay option disappears after signing out and back in #64967

Action Performed:

  1. Create a workspace.
  2. Create an expense
  3. Submit the report and approve it.
  4. Click Pay and select business account.
  5. Add a business bank account.
  6. Pay the report.
  7. Create another expense
  8. Submit the second report and approve.
  9. Verify you see the split pay button with the bank account you previously paid with as the default in the main portion of the button.
  10. Sign out.
  11. Sign back in.

Expected Result:

You should still see the split pay button with your last payment method listed in the main portion of the button, since you paid before.

Actual Result:

You see the first time pay button, as if you never paid before. This also happens with IOUs and signing out and back in.
